VILLAGE SQUARE OFFICE TOWN OFFICES

Blaine has announced plans to build a 375,000 square foot retail center to include a Menards store. The name for the center will be National Market Center and it will be located adjacent to the National Sports Center. This development may include restaurants, a hotel, bank and office space. The development will play off its proximity to the sports center in its design.

As part of a retail center to be named Victory Village, the 174,000 square foot Super Target, located at the southeast corner of Highway 65 and 109th Avenue, will be the anchor tenant and the initial part of the site development. Super Target stores incorporate a grocery sales component. Additional future retail shops, restaurants and other service uses would make up the balance of the development. Target begins actual building construction in October. The Super Target is expected to open in October 2003.

The Lakes, a proposed development on 1,000 acres could include up to 4,000 homes. The site is located at the SE corner of Radisson Road and Main Street. This proposed master-planned community will include life-cycle housing from single family, townhomes, row homes, condos, twin homes, quad homes and senior housing. This development will include 50 acres of commercial and industrial land and over 170 acres of interconnected lakes, bays and channels running throughout the project.

FIRST TEE GOLF COURSE TO START CONSTRUCTION IN 2003
The Minnesota Amateur Sports Commission, which operates the National Sports Center, will begin construction on the First Tee of Blaine to be located on the northwest side of the Anoka County/Blaine Airport. The 350-acre development will include an 18-hole course, a three-hole learning center, a driving range and a clubhouse. This project is part of a national program called First Tee that offers instruction and priority tee times to golfers up to the age of 18. An existing 18 hole putting course, Tournament Greens has already opened as part of this development. The PGA will design the course and the National Sports Center will manage it. The National Youth Golf Center is a cooperative project with the First Tee organization, an initiative made up of representatives from the USGA, PGA of America, PGA Tour, LPGA and Augusta National. The purpose of the First Tee is to create facilities and programs that make golf more affordable and accessible to kids. The course is expected to open in 2005.

2.7 MILLION PEOPLE VISIT NSC IN 2001
The National Sports Center (NSC) continues to draw athletes, coaches and spectators to the premiere amateur sports complex in Blaine. The NSC generates over $50 million in economic impact in Blaine and the metro north area. The NSC continues to host international, national and local events and training programs.

BLAINE LEADS THE METRO IN 2001 FOR NEW HOUSING PERMITS
Blaine led the metro area in the number of housing starts in 2001 with 688 new housing permits. Blaine continues to be in the top ten of metro communities for housing growth in the last five years. Because of the impending housing developments proposed for Blaine it will continue to rank as one of the metro area's fastest growing communities. It is expected that another 600 homes will be built in Blaine in 2002.
